Although the amount of insurance the Soviet bureaucracy has underwritten is understood to be not much more than $2.6 million, the move is regarded by Washington circles as extremely significant. It shows how far the bureaucracy is willing to make compromises with imperialism in return for trade advantages. The OPIC is at present engaged in negotiations with the Rumanian and Yugoslavian governments on schemes for extending its insurance against expropriation in these two countries. Soviet participation in the reinsurance arrangements means that a similar "safety incentive" for US companies is likely soon to be extended to other East European countries.
